Biography

Julia began practising law at Gowlings in Toronto. She moved to a smaller firm where she began practising professional regulation and never looked back. There she worked for a host of professional regulators including: the College of Physicians and Surgeons, the College of Veterinarians of Ontario, the College of Denturists of Ontario, the College of Dietitians of Ontario, the College of Medical Laboratory Technologists of Ontario, the College of Physiotherapists of Ontario, the College of Nurses of Ontario and the Board of Funeral Services of Ontario. The work included: prosecutions of allegations of professional misconduct before the various discipline committees, fitness to practise prosecutions, appeals and applications for judicial review, as well as providing general legal and policy advice to these regulators.

In 1997, Julia and 2 other lawyers started their own firm, Steinecke Martin Maciura (now Steinecke Maciura Leblanc) which was the only firm in the Province to practise exclusively in the area of professional regulation.

Since 2005, Julia has run her own law firm with a focus on professional regulation. She acts for a number of professional associations, works for professional regulators, and represents all regulated professional including doctors, nurses, social workers, dentists, denturists, physiotherapists, occupational therapists, dental hygienists, veterinarians, psychologists, opticians, speech pathologists, audiologists, naturopaths, chinese medical doctors, registered massage therapists, teachers, lawyers and trustees in Bankruptcy. Her work for these professionals includes the defence of allegations of professional misconduct before discipline committees, the defence of allegations of incapacity before fitness to practise committees, responding to complaints made to complaints committees, registration matters, and the reviews, appeals and applications for judicial review resulting from various decisions made by regulatory bodies. She also represents individuals against whom regulators have brought applications for injunctions to prevent them from doing something.

Julia has also been retained by various organizations to write, research and speak on such topics as professional liability insurance, collaborative health care, and on specific topics requested by various regulators.
